Burnham Under Pressure: Lib Dems Demand Transparency on City Meetings

2 October 2026

Andy Burnham is in the spotlight as the Liberal Democrats push for him to reveal details of his meetings with Manchester City’s owners, the Abu Dhabi United Group (ADUG), and to disclose any hospitality he’s enjoyed at the Etihad Stadium. This week, the Prime Minister faced backlash for expressing concern that ADUG might be forced to sell the club after being found guilty of violating Premier League financial regulations. Following the criticism, Downing Street had to clarify his comments on two separate occasions. Burnham has a history of praising ADUG’s contributions to Manchester, having maintained a close relationship with the group since Sheikh Mansour's acquisition of City in 2008. The former Greater Manchester mayor, who recently returned to Parliament, had previously lauded the club's owners. In a direct letter to Burnham, Anna Sabine, the Lib Dem spokesperson for culture, media, and sport, called his defense of City “extraordinary.” She referenced the ongoing controversies surrounding FIFA and highlighted the challenges football faces regarding integrity this year. “An independent commission has found Manchester City guilty of 114 charges related to financial misconduct, including the use of deceptive contracts and efforts to hide over £830 million in funding,” Sabine wrote in correspondence obtained by the Guardian. “Your response has been to express gratitude to the owners and refer to the findings as ‘contested,’ suggesting it’s premature to draw conclusions. It's remarkable for a prime minister to cast doubt on an independent investigation’s results, potentially eroding trust in the Premier League’s processes.” Sabine emphasized that fans deserve clarity and is preparing to reach out to both Downing Street and the Greater Manchester Combined Authority (GMCA) to demand transparency regarding Burnham's interactions with ADUG. “Football supporters everywhere deserve assurance that the rules are enforced equally, regardless of wealth or influence,” she stated. “When the Prime Minister rushes to defend a club’s owners shortly after a damning verdict, it raises legitimate questions about his connections. “Andy Burnham must be forthcoming and disclose all meetings and discussions he's had with the City Football Group, ADUG, or any UAE government representatives, dating back to his tenure as mayor, including any gifts or hospitality received.” Burnham, a known Everton fan, has been seen at City matches in hospitality sections. However, the specifics of this hospitality remain murky, as GMCA regulations allow current officials to keep gift disclosures private without needing a freedom of information request. Although Burnham has not attended any City games since assuming the role of Prime Minister, he has been spotted at two Everton games recently, seated in the directors’ box despite being a season ticket holder in a different stand. Meanwhile, City confirmed on Friday that they have lodged an appeal against the commission’s ruling, reiterating their belief that the verdict contains significant errors in law, principle, and fact.
